The potential skills shortage crisis has been identified one of the most important issues facing the ICT sector today. Global job mobility, technological change, demographics, declining enrolments, and shifting investment patterns have combined to create a potential shortfall in skilled ICT workers. ICTC has been asked by our stakeholders to help them understand the reasons for these trends and offer regional and occupational forecasts.
This is the purpose of the Information and Communications Technology Council (ICTC) seminal report: The OUTLOOK on Human Resources in the ICT Labour Market: 2008-2015. Based on ground-breaking analysis by leading Canadian experts and fresh survey information, The OUTLOOK will forecast the need for, and the supply of, skilled workers. A regional analysis of the major drivers of ICT (such as ICT spending, Technological Adoption, and Globalization), is combined with a forecast by major occupational groups, major ICT functions, and skills.
The OUTLOOK forecast is:
- An all-inclusive study of the knowledge economy workforce in Canada, current and future;
- An analysis by Region of which skills are, and will be, in demand;
- The industry sectors in which the skilled workers are predominantly employed -- types,
- intensity and number of employees;
- The role of immigration, emigration and outsourcing;
- The structure of employment in both user and supplier organizations;
- An estimate of the impact of the principal drivers of change on the demand side, such as ICT
- spending and Technology adoption;
- An estimate of the impact of the supply side drivers of change, such as enrollment, midcareer training, and retirement;
- One and two year forecasts of differences across the occupations and regions, extending out to five-year outlooks.
